Across MEA, infrastructure is being built faster and at greater scale than ever. But built is not banked. A power plant can generate, a desalination plant can produce, and a data center can go live, yet value is only realized if the surrounding system can absorb its output, use it and convert it into cash, reliable service or measurable public value.
